    The cheapest cause and the most common. A generic filter that does not seat properly restricts flow while looking installed.

    Test the inlet valve

    Both sides of it where the cabinet makes ice as well, because one solenoid can fail while the other works.

    A fresh-food compartment running too cold freezes the reservoir and stops the water while everything else looks right.

Slow water, a dispenser that trickles, ice that has started tasting of the refrigerator — the filter is the first suspect and the cartridge itself is usually fine. What fails is the seat: a head that no longer grips, an aftermarket cartridge a fraction of a millimeter off, or a bypass plug left in by whoever changed it last. On these cabinets a filter that is not quite seated does not leak dramatically, it just restricts, and the dispenser slows over weeks until somebody calls it broken.

Does it have to be the maker's own filter?

It does not have to be, but the seat is where the money is saved and lost. Generic cartridges vary at the shoulder, and a head that has been opened and closed on three different brands stops gripping any of them properly.
